Yes but you will definitely need to turn down the settings and possibly resolution. I played ck3 on low spec for the first year too. I was constantly playing with speed 5 and always complained why streamers always play on lower speed. Until I got a PC with high spec and saw how fucking fast 5 speed is. Four is good, but still feels a bit slow. Between pausing and warring and scheming, I think usually at four I get through about ten years in an hour.

Best case would be if there was a way to reduce the resolution to an aspect ration that is NOT 16:9. There aren't going to be many mods available and I don't think there is going to be any real way to do CK2 level stuff with the way characters are rendered in CK3.
